Not necessarily.Bone tumors can be benign or malignant, and some lesions are tumor-like conditions rather than cancer.
Usually a combination of:
Clinical history
Imaging
Pathology when needed
Staging studies
Not before the lesion is properly characterized.
A bone tumor should be diagnosed before it is treated blindly.
